Building a Plant in Monterrey? Earthwork and Heavy Equipment Guide for Nearshoring Projects (2026)

Monterrey has become one of the main nearshoring destinations in North America. Nuevo León already has around 260 industrial parks, and new ones keep breaking ground in García, Apodaca, Pesquería, Escobedo and Salinas Victoria. If your company is building or expanding a plant here, this guide explains how earthwork and heavy equipment work locally, so your project team knows what to expect.

1. Who does the earthwork?

  • Inside a developer's park: the developer usually delivers the pad or a finished building through its own general contractor. Your team typically deals with the earthwork only for expansions, yards or later phases.

  • On your own land: your general contractor hires earthwork and heavy equipment locally. This is where a reliable equipment supplier makes the biggest difference to the schedule.

2. Renting with operator is the norm

In Mexico heavy equipment is usually rented with an operator, and often with diesel included or billed separately. Ask every supplier the same questions so quotes are comparable:

  • Is the operator included, and does he have a DC-3 certificate (the Mexican labor competency record)?

  • Is diesel included or charged separately?

  • What is the minimum rental (hours, days) and how are overtime hours billed?

  • Is mobilization (lowboy transport) included?

  • Are prices quoted plus VAT (16 %)? In Mexico B2B prices are almost always + VAT.

3. Invoicing and payment

  • Local suppliers issue a CFDI electronic invoice; your accounting team will need your company's tax data (RFC and tax certificate).

  • Prices are quoted in Mexican pesos unless agreed otherwise.

  • Hours are usually documented on daily time sheets signed by your site supervisor; ask for them, they are the basis of every invoice.

4. Equipment you will see on site

  • Bulldozers: clearing and bulk earthmoving.

  • Excavators (20–30 t): cuts, loading and trenches.

  • Motor graders and vibratory rollers: building pads, compaction and roads.

  • Dump trucks and water trucks: hauling material and moisture control.

  • Backhoes, skid steers and telehandlers: utilities, cleanup and building assembly.

For a stage-by-stage breakdown, read our site preparation guide for industrial buildings.

5. Practical tips for foreign project teams

  • WhatsApp is the standard business channel in Mexico for site coordination, quotes and photos.

  • Plan around the rainy season (roughly June to September), when earthwork slows down.

  • Check site access for lowboy trailers before the equipment arrives.

  • Keep one supplier responsible for the whole earthwork crew so a single breakdown does not stop the job.
